LEO Grow Digital voucher: can therapists use it to fund a website?

The Grow Digital Voucher is a grant scheme run by Local Enterprise Offices across Ireland. It gives small businesses 50% of eligible digital costs, up to €5,000. It is genuinely worth having, and it does not do quite what most write-ups say it does.

LEO Grow Digital voucher: can therapists use it to fund a website?

Partly, and less than most articles on this claim: the Grow Digital Voucher covers 50% of eligible costs up to €5,000, but eligible costs are off-the-shelf software subscriptions, training and IT configuration, and bespoke website development is explicitly not supported.

What is the LEO Grow Digital voucher?

The Grow Digital voucher is part of the Irish government's National Digital Strategy. It is administered by Local Enterprise Offices (LEOs), which are the regional enterprise support agencies funded by Enterprise Ireland.

The voucher covers 50% of eligible costs, with a minimum grant of €500 and a maximum of €5,000. You can hold up to two vouchers, but the €5,000 cap applies across both, and the first project has to be finished before the second starts.

This matters because the Grow Digital Voucher replaced the older Trading Online Voucher, and a lot of what is written about it online still describes the old scheme. The Trading Online Voucher was up to €2,500 at 50%, so a €1,250 maximum grant, capped at businesses with ten employees or fewer, and it was squarely aimed at website development. If you read a figure of €1,250 anywhere, including in an earlier version of this post, that was the old scheme.

Do therapists in private practice qualify?

Often, but there is one prerequisite that catches people, and one open question worth asking your LEO before you plan around it.

To qualify you need to:

• Be a registered business in Ireland (sole trader or limited company)
• Employ between 1 and 50 people (the small-enterprise definition, not the under-ten limit the old scheme used)
• Be trading for at least six months
• Be solvent and hold current tax clearance
• Operate within the area of the LEO you are applying to
• Not be a client of Enterprise Ireland or the IDA
• Have completed a Digital for Business project within the previous two years

That last one is the prerequisite most articles omit, and it is not a formality: it is a separate LEO programme you have to go through first, so the voucher is a second step rather than a starting point.

The open question is the employee count. The criterion is written as 1 to 50 paid employees, and a sole trader with no payroll may or may not satisfy it depending on how your LEO reads it. If you practise alone, ask before you budget around the grant rather than after.

You apply through the LEO in the county where your practice is based.

What can you use it for?

This is where the scheme is narrower than its reputation, and where the honest answer stops being a simple yes.

Eligible costs are:

• Software subscriptions that are new to the business, up to one year
• Training on those tools
• IT configuration to get them working

Training and configuration together are capped at 50% of the project cost, so the bulk of the spend has to be the software itself.

What is not eligible is bespoke website development. Off-the-shelf software subscriptions can include website platforms, but a site designed and built for you specifically falls outside the scheme. That is close to the opposite of the old Trading Online Voucher, which existed largely to fund website builds.

So the useful framing for a therapy practice is not "the state will pay half my website". It is that subscription tooling a practice genuinely runs on, booking, notes, CRM, analytics, security, may be part-funded for the first year, and the build itself probably will not be.

Whether a managed website-and-booking service billed monthly reads as an eligible software subscription or an ineligible bespoke build is exactly the question to put to your LEO in writing before you commit. Do not assume either answer, including from us.

How to apply

1. Contact your local LEO: find the LEO for your county at localenterprise.ie. Each LEO runs the scheme independently and may have slightly different timelines and requirements.
2. Check approved providers: the service provider you use must be on the approved list, or you may need to apply for approval. Ask your LEO which providers they currently work with.
3. Submit your application: applications are typically a short form describing your business and the digital services you want to procure. You will need your tax registration number and proof of trading.
4. Get approval before you spend: the voucher must be approved before you commission the work. You cannot claim it retrospectively.
5. Commission the work and submit your invoice: once approved, you hire the provider, receive the invoice, and submit it to the LEO. They pay their portion directly to the provider or reimburse you depending on the LEO.

The process is straightforward. Most applications are processed within two to three weeks.

Is the voucher guaranteed?

No. LEOs have limited budgets and vouchers are issued on a first-come, first-served basis. In popular counties the scheme can close for the year before demand is met. It is worth applying early in the calendar year.

The scheme is also subject to change. Eligibility criteria, funding levels, and approved provider lists can be updated. The most accurate information is always from your local LEO directly.
